Melissa Surgey

Melissa is a Research Associate in the HOPE research group at the University of Manchester, focusing on a post-implementation review of the Health and Care Act 2022. Her PhD research examined commissioning in the English health and care system, which continues to inform her current work on integrated care, governance, and decentralisation.

Prior to academia, Melissa held senior management roles in the NHS, contributing to health and social care devolution in Greater Manchester. She has expertise in commissioning, strategic planning, and policy development. Melissa is also passionate about leadership development and mentoring NHS leaders. Her research interests include health system reorganisation, commissioning, and local governance.
